All three Rhode Island Medicaid health plans (Neighborhood Health Plan of RI, UnitedHealthcare Community Plan, Tufts Health RITogether) list lactation consultation among covered group classes in their current member handbooks, and Neighborhood's January 2026 obstetrical payment policy pays HCPCS S9443 (lactation classes) for Medicaid members. No state policy naming lactation providers, settings or limits was found, and RI KIDS COUNT testified in May 2026 that Medicaid does not cover certified lactation counselors; 2026 bills H 8175 and S 2671 would add that coverage, and no enacted law was found. The state Medicaid agency's website couldn't be accessed for this review.
