No separately payable MassHealth lactation consultation benefit was found. Under 130 CMR 433.421, counseling on breast care and infant feeding plans is part of prenatal care paid within the obstetric global fee. MassHealth provider bulletins from 2016 to 2026, the current 130 CMR 405, 409, 433 and 463 regulations, and WellSense's 2026 ACO covered-services list and member handbooks don't describe a separate lactation benefit. Chapter 186 of the Acts of 2024 created state licensure for lactation consultants but did not add MassHealth coverage.
