LB 958 was approved by the Governor on April 16, 2026. It requires Nebraska DHHS to reimburse doula services no later than January 1, 2029, paid with state funds (intended to come from the vital statistics subfund), and to file a state plan amendment if needed. A stakeholder work group must deliver an implementation plan (rates and training/certification/experience requirements) by 1/1/2027. The law sets a deadline, not a start date. Rules on labor support and doula certification will come in that plan; the law's definition of a doula includes support during delivery.
