Sources differ on the start date: Maryland's Doula Program Manual says Feb. 21, 2022, and the federally approved plan amendment says Jan. 1, 2022. The doula benefit is self-referred through 12/31/2026 (PT 45-26), so no physician referral is needed and enrolled doulas can bill any HealthChoice MCO. MCOs must pay at least the state rate. Members qualify while pregnant or within 180 days after delivery. Prenatal and postpartum visits can be in person or by telehealth; labor support must be in person at a hospital or birth center. PT 84-26 (6/11/2026) lets doulas correct under-billed units for 5/1/2024 to 5/1/2026.
