Illinois details
A May 5, 2026 HFS notice added daily unit limits starting 5/1/2026 (prenatal and group sessions 2 hours per day, postpartum 4 hours per day, miscarriage/abortion 2 hours per day) and requires start and end times in records. HFS dates coverage from Feb. 1, 2024, but it didn't publish enrollment and billing instructions until Dec. 19, 2024, so in practice doulas began billing in late 2024 or later. Covered in fee-for-service and all HealthChoice Illinois plans. The state issued a statewide standing recommendation (12/19/2024), so a separate referral is not needed; doulas note which recommendation they relied on. Labor support must be in person; the other codes allow telehealth. Covers miscarriage and abortion support. HFS has no page for members about the doula benefit.
