Check per-visit rates and enrollment with RI EOHHS. The federally approved plan amendment (SPA 21-0013, approved May 23, 2022) is effective July 1, 2021; the National Health Law Program lists July 1, 2022 as the benefit start. If a mom does not use all 3 prenatal visits or the labor visit, or the pregnancy does not end in a live birth, the remaining benefit can go toward postpartum or bereavement support. The SPA requires a recommendation from a physician or other licensed practitioner. Labor support is not paid for home births, according to the EOHHS manual as cited by the National Health Law Program. Rhode Island law also requires fully insured private plans to cover doulas.
