Connecticut details
A 2026 law (Public Act 26-146) sets up a five-year Medicaid rate review but doesn't name doulas or set a doula rate. We found no 2026 change to the $100 and $800 rates set in Provider Bulletin 2025-14. Coverage window: visits up to 9 months before birth through 12 months after. A licensed, Medicaid-enrolled practitioner (physician, APRN, PA or nurse-midwife) must recommend, refer or order doula services; no statewide standing recommendation was found. No more than half of visits may be by telemedicine, and labor support must be in person. Separate from this fee-for-service benefit, some doulas are paid through DSS's HUSKY Maternity Bundle and cannot also bill the doula fee schedule. SPA CT-25-0003 was approved 1/17/2025, effective 1/1/2025. The member link goes to DSS's directory of Medicaid-enrolled doulas; DSS has no page for members that explains the benefit.
