Visits are time-based: one shared pool of 48 fifteen-minute units (12 hours) for prenatal and postpartum support from the first prenatal visit to 12 months after delivery, with no fixed visit count. Telehealth is allowed for prenatal and postpartum support, and there are no place-of-service limits. The SPA (24-0017, approved 12/9/2024, effective 10/1/2024) requires a recommendation from a licensed practitioner. ODM's Medical Director issued a statewide determination that doula services are medically necessary for all pregnant and postpartum members, so moms do not need an individual referral. The amended rule (effective 10/1/2025) also lets doulas bill the Report of Pregnancy form. Per ODM's MISP overview, managed care plans must pay at least the fee-for-service rate only through October 2026, so MCO rates may change after that.
