Does Medicaid pay for a doula in Maine?
Maine Medicaid doesn't cover doulas yet; the state started setting rates in December 2025 and plans to start paying in 2028 if funded.
Maine details
LD 1523 became Resolves 2025, ch. 89, law without the Governor's signature on June 19, 2025. It does not itself require MaineCare to cover doulas. It directs DHHS to start a rate determination by 1/1/2026 with a planned start for reimbursement of January 1, 2028, subject to sufficient appropriations. It also creates a Doula Council and requires a progress report by 2/1/2027. DHHS issued the rate determination notice on 12/30/2025, and its rate reform page lists 'Doula Services (New Service)' with effective date TBD. Rate-setting is underway, but coverage depends on future funding and federal approval, and January 2028 is a planned target, not a fixed start date. Credentials and scope are still being designed with the Doula Council.
