A 2025 law (PL 2025, c. 468, 22 MRS §3174-PPP) requires MaineCare to reimburse lactation services for MaineCare- or CHIP-eligible children, delivered by licensed professionals or nationally certified lactation consultants or counselors in hospital, clinic, office, community or home settings, and directs DHHS to adopt rules. No implementing rule or bulletin was found: the CY2026 rate determination schedule still lists Lactation Services (TBD) as upcoming, none of the 67 MaineCare rulemaking notices from 2025 and 2026 on the DHHS rulemaking page mentions lactation, and none of 110 provider bulletins on rate determinations, Section 90 physician rates, maternity coding, doulas and TMaH (through October 2026) mentions lactation. A payable benefit and its effective date could not be confirmed.
