CMS approved NJ-23-0006 on May 4, 2023, adding lactation consultant services by IBCLCs as a preventive service effective March 1, 2023, with a fee-schedule payment method; the service must be recommended by a physician or other licensed practitioner. This implements the FY2022 enrollment plan the state reported to KFF in 2021, but on 2026-10-09 no NJMMIS newsletter implementing it was found (newsletter search by keyword and a full 2022-2026 title list) and the NJMMIS provider enrollment list showed no lactation consultant provider type, so how IBCLCs enroll or bill is unconfirmed. State law P.L. 2019, c.343 directs Medicaid to cover lactation counseling and consultation without prior authorization, contingent on federal approval.
