AHCCCS requires maternity care contractors to give breastfeeding education and refer members to free support such as the ADHS Breastfeeding Hotline and WIC, but no separately payable lactation consultation service was found (no S9443 on the FY2027 physician fee schedule). HB2051 (2026), which would have required contractors to cover lactation consultations, passed the House but was held in the Senate.
